Angela DePaoli, Matthew Jacobs, and Vince Sales bring a wealth of knowledge to our Board of Directors

We are thrilled to welcome Angela DePaoli, Matthew Jacobs, and Vince Sales to our Board of Directors. “We are honored to have these three esteemed leaders join our Board of Directors,” said Kathy McKim, the Chair of the Foundation’s Board of Directors. “Their diverse expertise will enhance our work to inspire local philanthropy and strengthen the Sacramento region for all.”
The professional successes of the newly elected Board members are matched by their shared commitment to community service, highlights of which are described below:
Angela DePaoli is the founder, leader, and sole proprietor of Bargas Environmental Consulting, an environmental consulting firm that supports construction and development projects. Her portfolio includes the Citrus Heights Electric Greenway Trail Improvement Project, which connected several neighborhoods to parks, schools, and the Sunrise Marketplace.
Inspired by her grandfather — the Bargas namesake — DePaoli is an active supporter of educational opportunities for girls and young scientists. Currently, she serves on the governing boards of Farmers Insurance Group Subsidiaries and Breathe Southern California, and is a member of the Sacramento Hispanic Chamber of Commerce. She previously served as President of the Sacramento Valley Chapter of the National Association of Women Business Owners (NAWBO), and was awarded its Women on the Way Award. Angela is a recipient of the Sacramento Business Journal’s Most Admired CEO Award and its Women Who Mean Business Award; she has also received the Latina Excellence in Business Award from the California Hispanic Chambers of Commerce. In addition, her firm was named Woman-Owned Small Business of the Year by the U.S. Small Business Association, Sacramento District.
Angela has a bachelor's degree in Soil and Water Science, a master's degree in Soil Science, and a Project Management Professional certification.
Matthew Jacobs joined CalPERS as general counsel in July 2014, where he is responsible for the strategic direction and oversight of the Legal Office, the Enterprise Compliance Office, the Information Security Office, and the Equal Employment Opportunity Program. He oversees all of CalPERS' litigation and provides guidance on complex legal issues relating to pensions, health care, legislation, investments, and corporate governance. In addition, he advises the CalPERS Board of Administration and its committees, the chief executive officer, and the executive and senior management teams.
Prior to joining CalPERS, Matt was a partner in the litigation practice of DLA Piper, a global law firm. Before that, he served in both private and public sector law practices, including positions with the Department of Justice in Washington, D.C., and the U.S. Attorney's Office in Sacramento.
In addition to his professional expertise, Matt brings significant community service experience to the Foundation's Board of Directors, including through his current service on the governing board of WEAVE and prior service on the Sacramento City Planning Commission.
Matt received his bachelor's degree cum laude in business administration from the University of California, Berkeley, and his Juris Doctor degree cum laude from University of Michigan Law School.
Vince A. Sales is the CEO of Everyday Impact Consulting, a consulting firm providing services tailored to the unique needs of nonprofit, governmental, philanthropic, and corporate organizations to build meaningful relationships that create social good. He brings more than 28 years of experience in higher education institutions, nonprofit organizations, and philanthropic foundations to our Board of Directors.
Vince has significant experience in fundraising, with emphasis in major gifts, planned giving, and annual giving, as well as managing corporate and foundation relations. He has served as Vice President for University Advancement at Sacramento State as well as Sonoma State University, where he was also president of its philanthropic foundation. Previously, he worked at San Francisco State University as a campaign director and at Stanford University in support of its major and principal gift donors in the Asian/Pacific region — the university’s largest overseas market.
As a consultant, he has provided services for My Sister's House, Improve Your Tomorrow, CAIR-Sacramento Valley/Central California, The Community Foundation San Luis Obispo County, Mutual Assistance Network, Gender Spectrum, Little Manila Rising, Hmong Innovating Politics, and Foster Youth Education Fund. He serves on the governing boards of several Sacramento nonprofits and civic organizations, is a senior fellow with the American Leadership Forum (Mountain Valley Chapter), and a Foundation fundholder.
He completed his designation as a Certified Specialist in Planned Giving from the American Institute for Philanthropic Studies at California State University, Long Beach. Vince earned his bachelor's in Mass Communications (with high distinction) from the University of California, Berkeley and an MPA (with nonprofit administration emphasis) from San Francisco State University.
